rails-cto bundles the quality toolchain (RuboCop, Reek, Flog, Flay, Brakeman, bundler-audit, SimpleCov, Herb) that the rails-cto Claude plugin expects, and ships matching configuration templates you can drop into any Rails app with `rails-cto init`.
